Congresswoman Cynthia McKinney's Bills Introduced in the 109th Congress:

  1. H.CON.RES.274: Reaffirming the continued importance and applicability of the Posse Comitatus Act
    Reaffirms the continued importance and applicability of the Posse Comitatus Act (that prohibits the use of the Army or Air Force as a posse comitatus to execute the laws except under circumstances expressly authorized by the Constitution or Act of Congress)

    Opposing any agreement between the Government of the United States and the Government of Nigeria to deploy United States Armed Forces to Nigeria
  3. H.R.2099: Arabia Mountain National Heritage Area
    • Establishes the Arabia Mountain National Heritage Area in Georgia and provides for a management plan
    • Prohibits using Federal funds made available under this Act to acquire real property or an interest in real property.
    • Requires the management plan to provide for the protection, enhancement, and interpretation of the natural, cultural, historical, scenic, and recreational resources of the Area. Requires the plan to be based on the preferred concept in the document entitled "Arabia Mountain National Heritage Area Feasibility Study" (February 28, 2001)
    • Authorizes the Secretary to provide financial and technical assistance to the Area to develop and implement the plan

  5. H.R.2554: Rev. Dr. MLK Jr. Records Release Act
    • To provide for the expeditious disclosure of records relevant to the life and assassination of Reverend Doctor Martin Luther King, Jr.
    • Directs the National Archives to commence establishment of a collection of records to be known as the "Reverend Dr. Martin Luther King, Jr., Records Collection" at the National Archives
    • Sets forth provisions for the: (1) review, identification, transmission to the National Archives, and public disclosure of records related to the life and assassination of Reverend Dr. Martin Luther King, Jr., by Government offices; and (2) postponement of public disclosure of related records or particular information in such records
    • Establishes the Martin Luther King Records Review Board. Provides for the appointment of an Executive Director to such Board
  6. H.R.2690: Voter Choice Act of 2005
    • Authorizes a state entitled to more than one Representative in Congress to establish a number of districts for election of Representatives that is less than the number of Representatives to which the state is entitled, as long as the Representatives are elected: (1) under a system meeting the constitutional standard of majority rule and of individuals having equal voting power; (2) the system ensures the election of any candidate in a multiseat district who receives a share of votes cast that is at least one vote greater than one-third of the total number of votes cast in the district; and (3) the number of residents per Representative is equal for all Representatives elected in the state
    • Establishes a program under which the Election Assistance Commission shall make grants to eligible states to defray the costs of administering an instant runoff voting system or a proportional voting system

    • To provide farm debt and program relief to African-American farmers who suffered discrimination in the administration of Department of Agriculture farm credit programs and other agriculture programs, and for other purposes
    • Forgives all indebtedness, in connection with all farm operating loan program debt agreements entered into with the Department of Agriculture pursuant to the Consolidated Farm and Rural Development Act, and requires payment of the minimum relief raised in the combined cases Pigford et al. v. Glickman and Brewington et al v. Glickman, with respect to each African-American farmer who: (1) was an "actual farmer" during the period beginning on January 1, 1981, and extending through December 30, 1996; and (2) applied for, but failed to receive, farm credit program debt relief pursuant to specified federal law or through the Black Farmer Settlement as authorized by the previously mentioned cases

    To minimize harm to populations impacted by the release of environmental contaminants, hazardous materials or infectious materials in the aftermath of Hurricanes Katrina and Rita by providing for a Comprehensive Environmental Sampling and Toxicity Assessment Plan (CESTAP) to assess and monitor air, water, soil and human populations, and for other purposes.
  9. H.R.4209: Gretna Act
    • Calls for condemnation of actions of the City of Gretna Police Department, the Jefferson Parish Sheriff's Office, and the Crescent City Connection Division Police Department in Louisiana in the aftermath of Hurricane Katrina (preventing civilians fleeing New Orleans from entering Gretna).
    • Makes the Gretna law enforcement agencies ineligible to participate in any federal program for one year. Requires:
      1. The suspension of any federal license issued to those agencies during that time
      2. Such agencies to immediately return all federally-owned equipment in their possession or use.
  10. H.R.4210: Tupac Shakur Records Release Act
    • Directs the National Archives to commence establishment of a collection of records to be known as the "Tupac Amaru Shakur Records Collection" at the National Archives
    • Requires the Archivist of the United States to enter into an agreement with the Tupac Amaru Shakur Center for the Arts in Stone Mountain, Georgia, for the establishment of a secondary location for a complete copy of the appropriate part of the Collection, not including physical artifacts

    To require the suspension of the use, sale, development, production, testing, and export of depleted uranium munitions pending the outcome of certain studies of the health effects of such munitions, and for other purposes
  14. H.R.5376: Transparency and Responsibility for United States Trade Health Act
    To require nationals of the United States that employ individuals in a foreign country to provide full transparency and disclosure in all their operations
  15. H.R.5377: Corporate Code of Conduct Act
    To require nationals of the United States that employ more than 20 persons in a foreign country to implement a Corporate Code of Conduct with respect to the employment of those persons, and for other purposes
  16. H.R.5378: Corporate Welfare Reduction and Job Preservation Act
    To amend the Internal Revenue Code of 1986 to reduce by 50 percent certain tax benefits allowable to profitable large corporations which make certain workforce reductions.
